What are climate and past weather reports used for?

A wide range of individuals and businesses use climate and past weather data to help plan for future activities that are scheduled to occur beyond the range of current weather forecast capabilities. Climate and past weather data are often used by: energy producers, farmers, ranchers, utility companies, developers and land speculators, engineering, construction, logistics, tourism-based businesses, and more. Climate and past weather data are often used for:

  • Long-term strategic planning

  • Support site selection decision-making

  • Project current and future energy and water demand through trend analysis

  • Identify optimal time windows to execute weather-sensitive activities (construction, tourism, agriculture)

  • Support the selection of routes for optimal movement of people and freight based on seasonal weather patterns

  • Aid in the proper design and construction of buildings and other structures

  • Facilitate scientific research and special studies

  • Reconstruct past weather conditions in support of a claim or lawsuit to recover losses or damages (see Forensic Meteorology and Expert Witness Testimony page for more details)

What is certified climate and past weather data?

Certified climate and past weather data is data that has been reviewed by the Records Custodian at the National Center for Environmental Information (NCEI) in Asheville, North Carolina. The NCEI is the nation's weather and climate data repository that contains climate and past weather data for thousands of sites throughout the United States. Additionally, NCEI maintains a vast archive of satellite and radar imagery, so you can see what the weather was doing at a given location on a specified date and time. Certified data includes a cover letter signed and sealed by the NCEI's Records Custodian that certifies the data has been reviewed and validated as complete and accurate.

When is certified climate and past weather data required?

Most often, certified climate and past weather data are required in court cases, particularly when a claim or lawsuit goes to trial. Certified data may also be requested as part of investigations into major accidents or mishaps where weather is suspected to have been a contributing factor. It's also important to understand the differences in data and report requirements for litigation in federal versus state courts. The Federal Rules of Evidence almost always require expert witnesses to prepare and submit a formal report with certified climate and past weather data (where available). In contrast, for litigation at the state level the requirement for formal reports and certified data varies from state to state.

What about uncertified climate and past weather data?

There is a lot of climate and past weather data for a wide range of sources, including some data from the NCEI, that is considered "non-certifiable" for various reasons. However, that doesn't necessarily mean that uncertified or non-certifiable climate and past weather data is not valid or reliable. At PAGCORE Solutions LLC, we collect, analyze and compile our reports using climate and past weather data from the National Weather Service, state, and local government sources, and nationally recognized volunteer weather and climate monitoring networks, where available. We carefully inspect and analyze all climate and past weather data for accuracy and completeness before delivery to our clients. With our climate and past weather reports, you'll have the peace of mind knowing that the information contained within will be complete, accurate, and timely.
